Roy Kapani actively leads the company toward growth through both organic development and strategic acquisitions. He previously founded ECS in Fairfax, Virginia, in 2001, and led it until ASGN acquired it in 2018. Under his leadership, ECS flourished into one of the nation’s largest privately-owned government technology contractors, employing over 2,500 people and generating $680 million in annual revenue.

As executive vice president at Computer Based Systems, Inc. in Fairfax, Virginia, Mr. Kapani was crucial in growing the company from a small government service provider into a significant player in complex IT services. He contributes significantly to various boards and advisory committees, including the Johns Hopkins Medical Institute, the Center for Strategic and International Studies, and others.

Mr. Kapani’s recognitions include the 2014 EY Entrepreneur of the Year in Government Services, and he is an active member of the Economic Club of Washington, DC, and the Young Presidents Organization.

Mr. Kapani holds a bachelor of science in computer science from the University of Maryland, College Park, and a master’s degree in business administration and finance from George Washington University. His leadership and vision have markedly impacted the technology and business landscapes.

Mr. Dave Cadorette brings over 35 years of experience in managing programs, developing software, and evaluating tests. He started his career at the Naval Undersea Warfare Center in Newport, working on testing and developing new systems for Virginia Class Submarines. He also worked as a representative for NAVSEA's combat systems at COMSUBPAC in Pearl Harbor, Hawaii.

Before joining SEACORP, Mr. Cadorette left the DoD industry for a brief period to work as a senior software engineer at the Foxboro Company, where he was responsible for manufacturing plant product development.

In 1999, Mr. Cadorette joined SEACORP as a business area manager, where he led a team focused on enhancing submarine tactical and support systems. Over the years, he progressed through key roles such as vice president of technical operations and vice president of business development, ultimately becoming the senior vice president. Today, Mr. Cadorette guides a dedicated team in forming strong partnerships with defense contractors and government clients, all aimed at supporting the needs of the military.

Mr. Cadorette earned a Master of Science in Information Systems from Northeastern University and a Bachelor of Science Degree in Mathematics from Bridgewater State College. His vast experience and leadership showcase his deep dedication to innovation and quality in the defense industry, mirroring the accomplishments of leaders like Roy Kapani.

Mike Molino manages the company’s overall strategy, deals with government affairs, handles M&A, and helps with growing the business. He ensures effective resource deployment and strategy alignment with organic and inorganic investments.

Mr. Molino has nearly 20 years of industry experience in the areas of corporate strategy, M&A due diligence and integration, business development, market expansion, business strategy and financial management. Before SEACORP, Mr. Molino worked in similar jobs at ASRC Federal and Leidos, helping complete deals that doubled the company's size.

In addition to his work, Mr. Molino continued his call to military service by volunteering on the Army Science Board, where he reviews different Army projects such as robotics, personnel management, nuclear testing, and technology integration for modernizing the Army.

Before working in the private sector, Mr. Molino served in the U.S. Army, handling various logistics roles. He led teams that successfully supported deployment exercises, natural disaster relief, and training programs with their logistics needs. He has a Bachelor of Science degree from West Point and an MBA from Cornell University's Johnson School of Management.

In his free time, Mr. Molino enjoys fishing, crabbing, and boating with his family in Maryland's Eastern Shore.

Anthony Schulien has over 36 years of experience in the technology services industry. He advises the executive team on financial strategies, leads various financial departments including accounting, contracts, and pricing, manages financial risks, oversees budgeting and compliance, improves financial performance, monitors cash flow, maintains bank relations, and is involved in M&A, including due diligence and integration.

Before joining SEACORP, Mr. Schulien was President and a partner at Strongbridge LLC. There, he helped the CEO manage the company's strategy, relationships with customers and employees, project delivery, accounting, contracts, HR, security, and IT systems. Before Strongbridge, Mr. Schulien helped business owners manage and finance their companies at Potomac’s Edge Consulting, LLC. Before that, he was the CFO at ECS Federal LLC for 11 years, and under his financial leadership, the company grew from 70 employees in 2004 to over 1,500 in 2015. Mr. Schulien was honored for his achievements with nominations and awards. He was a finalist for the Northern Virginia Technology Counsel's 2013 Private Company CFO of the Year and his M&A team won the Private Company Deal Team of the Year in 2015 award by the Association for Corporate Growth (ACG) for successfully buying and integrating seven companies in four years. He started his career as a financial analyst and accountant.

Mr. Schulien earned his bachelor's degree in finance and an MBA from the University of Maryland. He lives in McLean, Virginia, with his wife Kathy, a preschool teacher, and their rescue dog, Jasper. They have three grown sons. Mr. Schulien enjoys time with his family at the Delaware shore, running, sports, traveling, boating, carpentry, backpacking, and high-performance driving with the Porsche Club of America (PCA) at their weekend track events.

Neel Gopalani brings over 25 years of experience in the technology services industry. He plays a key role in achieving SEACORP's strategic goals in the areas of quality, business development, proposal management, and financial forecasting. Mr. Gopalani has a strong background in strategic planning, with a focus on enhancing customer satisfaction, increasing annual revenue, and improving profitability.

Prior to joining SEACORP, Mr. Gopalani made significant contributions to ECS Federal from its inception in 2002 until its acquisition by ASGN Inc. in 2018. At ECS, he started as a member of the founding team and ascended to significant leadership roles in operations, portfolio management, and business development, where he was instrumental in delivering technology solutions and professional services across software delivery, cloud solutions, and cybersecurity domains.

Mr. Gopalani holds a Bachelor of Science in Electrical Engineering and an MBA from the University of Louisiana. Additionally, he has earned several recognized professional certifications, including Project Management Professional (PMP), PMI Agile Certified Practitioner (ACP), AWS Certified Solutions Architect – Associate, and Certified Scrum Master (CSM).

In his leisure time, Mr. Gopalani enjoys walking, traveling, and practicing yoga.

Greg Widmer oversees the company’s contracts, procurement, and government property departments. He advises executive leadership on contractual, legal, export, compliance, and regulatory matters.

Mr. Widmer brings over 12 years of DoD contracts experience, working for a variety of customers including but not limited to DARPA, SDA, NASA, Navy, Army, and the Air Force.

Mr. Widmer earned his Bachelor’s degree at Eckerd College and his Juris Doctorate from the University of Miami School of Law, where he was the Chief Article Editor for the National Security and Armed Conflict Law Review.

Outside of work, Greg enjoys running, climbing, hiking, fishing, carpentry, motorcycles, and spending time with his family.

Rebecca Quintal brings over 25 years of experience in the maritime industry, with a keen focus on strategic business development. Her expertise encompasses identifying and capturing new business opportunities, maintaining client relationships, and directing proposal development initiatives.

Before joining SEACORP, Ms. Quintal held key roles at Leidos and SAIC, where she significantly contributed to business strategy and growth. Her roles included Program Manager and Capture Manager, serving a wide range of clients in the maritime and defense sectors, such as NAVSEA, NAVOCEANO, NOAA, ONR, DARPA, RAN, CTBTO, and leading private sector firms in telecommunications and the oil and gas industry.

Ms. Quintal earned a Bachelor of Science degree in Geology from Wright State University, a Master of Science degree in Oceanography from the University of Rhode Island, and an MBA from the University of Rhode Island. She further solidifies her professional credentials as a certified Project Management Professional (PMP).

In addition to her work, Ms. Quintal serves as a panel member on the NOAA Hydrographic Services Review Panel. In her personal time, she enjoys traveling with her husband and two children, hiking, camping, attending her children's sporting events, and enjoying family dinners.

Bill Blackburn oversees the SEACORP’s Platform Engineering business area, which includes Platform Systems Engineering and Integration, Sonar and Acoustic Engineering and Imaging. He brings over 38 years of experience with major Submarine Weapons Systems and Submarine Combat Systems, in the areas of software development, systems engineering, and project/program management.

Before SEACORP, Mr. Blackburn led program management for the Naval Undersea Warfare Center's Virginia Class Submarine Program for eight years. He was tasked with the program's technical, financial, and overall management aspects, handling an annual budget of over $130 million for the Non-Propulsion Electronics System, covering all NUWC departments. Mr. Blackburn also has significant experience in integration and testing as the manager of the Combat System Branch.

Mr. Blackburn earned a bachelor's degree in mathematics from Westfield State College in Massachusetts and a master’s degree in program management with distinction from the Naval Postgraduate School in Monterey, California.

When he is not working, Mr. Blackburn likes to golf, hike, and spend time with his family.

Tim Coffey provides exceptional technical solutions applied to tactical team training, operator training and self-paced computer-based training. For over 35 years, he has focused on identifying what the fleet needs for training, using the right level of detail for each situation, and using the newest technologies to enhance training within the limits of available resources.

He is a valued industry partner of the Naval Undersea Warfare Center Division Newport, tasked to provide numerous reconfigurable naval training solutions based on numerous hardware and software switching technologies.

Mr. Coffey's broad experience in program management and technology allows him to effectively collaborate with his SEACORP team, partners, and clients to find, design, and implement the best solutions based on their needs, budget, and timeline. As a skilled system designer, software developer, and integrator, he deeply understands commercial hardware and operating systems used in naval ships. With his extensive knowledge of modeling, simulation, testing, and maintenance training, Mr. Coffey can tackle complex training challenges.

In his pastime, he enjoys music, running, biking, and swimming.

For over 20 years, Mike Fleming has been an instrumental part of SEACORP’s growth. He brings over 37 years of engineering and technical experience in combat systems. He oversees the tactical solutions business area, which includes work on strike systems, third party targeting, and advanced undersea warfare integration.

A U.S. Navy veteran, Mr. Fleming has extensive maritime experience. He works closely with the Naval Undersea Warfare Center's Future Capabilities group, providing expert advice and support in systems engineering, integration, and testing for undersea warfare projects.

Mr. Fleming’s career highlights include the design, development, and deployment of the Strike Over Secret – Tunnel at five shore-based locations around the world. He was instrumental in the design, implementation, and integration and test of the organic submarine solution for SOS-T on all SSNs and SSGN, which was hailed a “strategic portal for all submarine strike traffic.”

In his free time, Mr. Fleming likes to spend his time boating throughout Narragansett Bay and Block Island and traveling with his wife and their grown children to New Hampshire and Florida.

John Murphy has over 32 years’ experience in all phases of the software/system engineering process. He joined SEACORP in 1996 and oversees the company’s EW, Surface/Undersea Technical Integration and Systems Assembly, and Integration and Platform Installation business areas.

Mr. Murphy has extensive experience in all phases of the software engineering process and systems engineering. He is a seasoned veteran developing and reviewing performance specifications, plans (software development/CM/QA/risk mitigation), requirements documents, design documents, and test procedures.

He has developed many Software Requirements Specifications, Interface Requirements Specifications, Software Design Documents, Software Test Plans/Descriptions, and Software Version Descriptions for numerous EW software projects for Naval Undersea Warfare Center Code 34 projects, the Office of Naval Research, Unmanned Maritime Systems (PMS 406), Special Operations Command, the Naval Air Systems Command, and the Strategic Capabilities Office.

His broad involvement includes engineering and technical support for projects including Rough Squid/Ghost Rider and Spectrum Publisher, NAVAIR Finder, Rough Casper, SubSTAR, Passive Over the horizon Intercept System, Black Poseidon, Untethered Goat, Sauron, SubPCAP, Mission Configurable Mast, Multi-Function Modular Mast, Radiant Valkyrie Lite, and Automatic Direction Finding. In addition, Mr. Murphy has extensive experience with network communications and protocols.

Mr. Murphy has a bachelor's and a master's degree in computer science from the University of New Haven in Connecticut, along with several certificates in software architecture.

Outside work, he enjoys visiting Disney, playing golf, and hosting holiday gatherings with his family.

Vince Traglia, with over 35 years of experience in combat system development, oversees the company's work in system development, testing and evaluation, electronic manual creation, and crew training.

Mr. Traglia is particularly skilled with the Tomahawk Weapon System, contributing to its advancements on submarines from the CCS Mk2 system to the latest BYG-1 Payload Control System updates. He also has unique experience in developing weapon control systems with open architecture and coordinating engagements on surface ships, important for future combat system integration.

Mr. Traglia, who holds a Bachelor of Science in Electrical Engineering from Pennsylvania State University, enjoys working on home improvement projects, his vintage Airstream, and following Formula 1 racing.

Jason Vetovis brings over 20 years of experience in systems engineering and program management, he has specialized in U.S. Navy Electronic Warfare Systems, special project development, portable equipment, and payload systems. Mr. Vetovis currently focuses his efforts on business development in these areas as well as acoustic sensor development and production, and corporate initiatives focused on improved infrastructure. Recent responsibilities included leadership of the Sensor Systems Production business area which included Electronic Warfare antenna and small form factor sensor assembly.

Mr. Vetovis earned his electrical engineering bachelor's degree and MBA from the University of Rhode Island, and a master’s degree in computer information systems from Boston University.

Outside of work he enjoys golfing and spending quality time with his children.

Jeremy Russell brings over 20 years of experience in undersea warfare Systems including technical planning, development, and project execution. Mr. Russell spent the first 18 years of his career at the Naval Undersea Warfare Center, Division Newport. Starting in the Torpedo Systems Department, he advanced through multiple leadership roles including Acting Heavyweight Torpedo Production Manager (PMS404), Department Contracts Manager, Branch Head, Special Project Lead, and Technical Project Manager. He culminated his Navy civilian career as the Combat Systems Deputy Department Head, where he oversaw day-to-day and strategic department operations for a workforce of over 630.

Joining SEACORP in January 2023, Mr. Russell began working on strategic operations, focusing on corporate initiatives to achieve sustainment and growth. He is currently serving as the Director of Production Operations where he oversees manufacturing and testing in a controlled environment in accordance with SEACORP’s ISO 9001:2015 certified processes, procedures and quality assurance measures.

Mr. Russell earned his Bachelor of Science in Electrical Engineering from the University of Rhode Island. In his free time, he enjoys spending time with his wife and two daughters.

Ronda Lin has over 30 years of experience in accounting, financial reporting, auditing, and management. Before SEACORP, she worked as a controller at American Systems Corporation and as vice president and controller at ECS Federal.

Ms. Lin provides strategic leadership and management of the company’s financial and capital resources. She oversees vital business functions such as establishing and maintaining the company’s accounting policies and procedures, managing cash flow and investment activities, preparing forecasts and reports, managing monthly and annual closing, preparing financial statements, and conducting ongoing analysis of financial performance.

Ms. Lin is a key part of SEACORP's senior leadership and plays a major role in the company's consistent growth. She holds a bachelor’s degree in statistics and is a licensed Certified Public Accountant.

In her free time, Lin enjoys traveling, gardening, and walking.

Kevin Borges has 39 years of experience in the Department of Defense (DoD) industry, including 32 years at SEACORP. His responsibilities at SEACORP include managing the corporate network and information security programs, ensuring adherence to various standards and processes such as NIST 800-171 and CMMC Level 2. He accomplishes this by developing comprehensive IT policies, procedures, and best practices. On a daily basis, he leads IT team members, guiding them to complete tasks efficiently to the satisfaction of all end users. Mr. Borges is committed to developing cybersecurity strategies that align with the organization's objectives, ensuring regulatory compliance, and performing ongoing risk management and assessments.

Mr. Borges has earned a Master of Science in Computer Information Systems, with a minor in Cybersecurity, from Boston University, and a Bachelor of Science in Information Systems from Johnson & Wales University. He also holds a Graduate Certificate in Digital Forensics.

Outside of work, Mr. Borges enjoys spending quality time with his family, playing the bass guitar in his local band, and staying active through hiking, biking, and gym workouts.

John Laurent joined SEACORP in 2018 as the Human Resources Manager, a role he held until promoted to Vice President, Human Resources in 2023. Prior to joining the company, he held a wide variety of human resources positions at companies in diverse industries, including manufacturing, Fortune 500, engineering services, insurance, higher education, and telecommunications. Mr. Laurent leads the Human Resources team, with responsibility for and oversight of recruiting, benefits, employee relations, compensation, training, compliance, and organizational development among other areas.

Mr. Laurent has earned a Master’s degree in Secondary Education and a Bachelor’s degree in History, both from the University of New Hampshire, and additionally has earned and maintained a Professional in Human Resources certification (2002). Outside of work, John enjoys playing hockey, woodturning and writing historical fiction.
